Parks, Recreation & Open Space Plan (PROS)

The Chelan Parks, Recreation & Open Space Plan represents a comprehensive, implementation-driven framework designed to guide the long-term evolution of the city’s park system. Developed in-house under my leadership, the plan integrates capital planning, fiscal sustainability, enterprise operations, and community priorities into a cohesive and actionable roadmap.

Rather than serving as an aspirational document alone, the PROS Plan was structured around deliverability. Particular emphasis was placed on aligning capital investments with realistic funding strategies, lifecycle maintenance considerations, and enterprise revenue performance. The implementation chapter was intentionally detailed, establishing clear phasing, prioritization criteria, and financial modeling to ensure the plan functions as a working management tool rather than a static policy document.

The plan was praised by State of Washington reviewers for exceeding expectations for a community of Chelan’s size, particularly in its implementation framework. It is now referenced as a model for similarly scaled communities seeking to connect long-range vision with practical execution.

The PROS Plan reflects my broader planning philosophy: parks must be thoughtfully designed, financially grounded, and operationally sustainable. By aligning community engagement, capital strategy, and enterprise performance, the plan positions Chelan’s park system for resilient growth while maintaining the character and natural assets that define the community.
