Strategic Planning

My leadership has consistently extended beyond individual park projects to shaping the broader land use and recreation framework of the communities I’ve served. I believe parks are not isolated amenities—they are core infrastructure that influence growth patterns, fiscal sustainability, transportation networks, and community identity.

Throughout my career, I have contributed to and led planning efforts that align parks and public spaces with long-term community development goals. My focus has been on integrating placemaking principles with practical implementation strategies—ensuring plans are not aspirational documents, but actionable roadmaps grounded in financial and operational realities.

City of Chelan Parks, Recreation & Open Space Plan (Adopted 2024)

Developed in-house under my leadership, this plan was praised by State of Washington reviewers for exceeding expectations for a community of Chelan’s size—particularly its implementation framework. It is now referenced as a model for other communities developing comprehensive parks and recreation master plans. The plan integrates capital planning, funding strategies, and long-term operational sustainability. Link to PROS Plan. The State asked if they could use the plan as a paragon for other communities.

Parks & Recreation System Master Plan (Adopted 2019)

I directed consultant selection, overall plan vision, and project management while leading a robust public engagement process. The plan positioned parks as the spatial framework of the community rather than solely recreation providers—linking connectivity, identity, and economic vitality. I guided the plan through public process and formal adoption, ensuring both political support and implementability. Link to Parks System Master Plan

Comprehensive & Land Use Planning Contributions

Across Pittsboro and Chelan, I have contributed to land use planning, development ordinances, pedestrian transportation planning, and park impact fee policy. My contributions have influenced funding structures and development standards, including feedback on ordinance provisions projected to preserve significant park-related revenue for the Town.

Earlier in my career, I also contributed to hazard mitigation plans, coastal land use plans (CAMA), zoning studies, and annexation analyses—building a foundation in regulatory and environmental planning that informs my executive decision-making today.
